    Couldn’t agree more. Check out Putnam’s book, Our Kids. Another concern is the segregation based upon special education enrollment which is a huge cost. I propose the 5% rule- if a charter schools enrollment either by ethnic/racial or special education populations deviate by more than 5% of the surrounding neighborhood public schools, they need to return that percentage difference to the public schools in terms of state aid.
